In der Ortsmitte von Mals fand sich ein Grundstück für einen freistehenden Bau. Ortstypisch für Mals sind blockhafte Mauerwerksgebäude mit eingeschnittenen Fenstern und oft ohne Dachüberstand. Der Architekt nahm diese Struktur auf und entwarf einen dreigeteilten Bau mit verschiedenen Höhen. Der Mittelteil dient der Erschließung und ist mit Lärchenholz verschalt, während die beiden daran anliegenden Bauteile weiß verputzt sind und mit regelmäßig gesetzten gleichförmigen Fenstereinschnitten versehen wurden. Diese lapidare Formensprache nimmt die Vorgaben des Ensembles auf. Der Grundriss ist durch die mittige Erschließung klar gegliedert, so dass sich die Bürger darin gut zurechtfinden. Ein gesonderter Zugang ist für den Gemeindesaal im Obergeschoss vorgesehen. Die Innenräume zeichnen sich durch weiße Wände, helles Holz und Oberlichter zu den Fluren aus.

Ispirandosi all’edilizia tipica del paese, composta da costruzioni in muratura compatte con finestre strette e profonde e coperture spesso prive di sporgenza, l’architetto ha progettato un edificio suddiviso in tre corpi di differente altezza. Il volume centrale, in cui è ricavato l’ingresso, è rivestito di tavole di larice, mentre i due laterali sono intonacati di bianco e forati da finestre tra loro simili distribuite regolarmente. Questo linguaggio improntato all’essenzialità è la logica conseguenza dei principi regolatori del complesso. Attorno al corpo centrale la pianta si articola in modo chiaro garantendo un facile orientamento. Un ingresso separato è destinato alla sala civica situata al piano superiore. Gli interni si contraddistinguono per le pareti bianche, l’uso del legno chiaro e i lucernari che illuminano dall’alto i corridoi.
